Historically, I’ve found that the best time to browse your local Forever 21 is on a Monday morning. Stumbling upon a nice, quiet Forever 21 with empty dressing rooms and more-or-less orderly clothing racks is something like opening the door of your black-and-white home and stepping out into the technicolored world of Munchkin Land.
