Justin states, “My mom wants me to learn how to be very smart with my money. If I save for a week then I have a couple of hundred bucks that I can spend on something special.”

She seems to understand that, although a star, Justin is a kid that needs to learn how to be responsible just like everyone else. She is setting boundaries for her child, just like any mother should. Perhaps she should teach wild child Miley Cyrus a thing or two about boundaries!
