Ewwww! Splenda? For kids? Why, when you have alternatives:
1. Visit your health food store. Mine has no fewer than three types of ice pops (the push up kind modeled on the one above included) that are sweetened with all natual fruit juice.
2. Buy a mold or use dixie cups or an ice cube tray and make your own ice cubes!
Personally, as long as it is true blue sugar and not modified corn products, my kid gets it in moderation. Unless a child has special dietary needs, I can’t understand why you’d opt for artificial sweetener anyhow. (even Splenda, which is made from sugar. but not sugar. hmm.)

I would rather give my child honest-to-goodness sugar than Splenda any day. No artificial sweetners for her…

I have my doubts about how “natural” Splenda actually is. I read that it was actually discovered while they were creating a pesticide.
